Consultation on reducing PAN

Forest Academy is planning to reduce our admissions number for 2019 from three forms of entry (90 pupils) to two forms (60 pupils) of entry. We have been under-subscribed for a number of years and this adjustment will simply bring the school’s admissions criteria in line with our current demand. This will not affect the school’s current arrangement for your child, nor future admissions.
The consultation for this proposed change is six weeks and will close on 8 January 2019.
Why are we consulting?
The Schools Admissions Code 2014 sets out a requirement for all Admission Authorities to undertake statutory consultation where they propose a variation to the Published Admission Number (PAN) of a school.
Once the admission arrangements have been determined for a particular year, the Academy/School is required to seek approval from the Office of the Schools Adjudicator to reduce the school’s PAN and notified the appropriate bodies.
The purpose of consultation is to seek the views of parents, carers and other interested stakeholders on the proposal to reduce the school’s PAN for September 2019.
The Synaptic Trust Local is the Admissions Authority for Forest Academy, and in agreement with the Governing Body proposes to reduce the published admission number of the school from 90 to 60 for the September 2019.
This means that the number of places available for children in Year Reception in September 2019 will be 60. For children who already have a place at the school in other year groups there will be no change.
As a Borough, Croydon has since seen a decrease in the birth rate which has led to a higher level of surplus places in some of the educational planning areas across the borough; including the East planning area, where Forest Academy is located.
A large portion of funding received by schools is directly related to the number of pupils attending the school. Too many vacancies in schools mean that we will not receive the maximum revenue possible. Therefore we are proposing to reduce the number of available places to enable the schools to operate more efficiently and cost effectively efficiently and cost effectively.
The current Published Admission Number (PAN) for Forest Academy School is 90. The proposal is to reduce the PAN to 60 for September 2019 Year to ensure that the PAN is more in line with the number on roll.
Who are we consulting with?
During this consultation period we want to seek representations from:
Parents and carers of children already attending the school
Parents of any other children aged from birth upwards
Local Primary Schools
Anyone else with interest or might be affected by the proposed change
What happens next?
In January 2019 The Synaptic Trust will consider the results of the consultation and in discussion with the Governing Body, decide whether to refer the proposal to reduce the school’s PAN to the Office of the Schools Adjudicator for approval.
